CORPORATE ISPAT ALLOYS LTD., (CIAL) INVITATION FOR BIDS(IFB)

Corporate Ispat Alloys Ltd., a part of Abhijeet Group having its Coal Mines near Chandwa, Dist. Latehar is setting up Coal Handling Plant to supply Washed Coal.

Now invites sealed Bids from eligible bidders for Design, drawing, Engineering, supply, erection, installation, testing and commissioning of Coal Handling Plant on EPC basis required for a Thermal Power Project coming up near Chandwa, Dist. Latehar in the State of Jharkhand, India.

 

(INTERNATIONAL COMPETITIVE BIDDING) IFB NO. CIAL/Chandwa/002 DATE: 16.01.2008

 

1. CIAL invites sealed bids from eligible bidders for Design, drawing, supply, installation, erection, testing and commissioning of 1500 TPH Coal Handling Plant. (Type of capacity, description) near Chandwa, Dist: Latehar, Jharkhand, as per the scope of work mentioned herein after.


2. The Brief Scope of Work:- The scope of work includes complete execution which comprises of survey, design, drawing, supply, transport, port clearance, custom clearance (wherever applicable) receipt unloading and storage of materials at site, reloading and shifting to locations on F.O.R. site basis, erection, testing and successful commissioning and comprehensive insurance of 1500 TPH CHP".The scope of work covers the design, engineering, manufacture, testing at manufacturer's works and site, delivery duly packed, for transportation to Chitarpur site of the entire Coal Handling Plant complete with all equipment and accessories and also ventilation, dust extraction/suppression system, service water/air and drinking water system and also all relevant Electrical, Control, Instrumentation, Civil and Structural works as specified in the Tender Document and Specifications as a turnkey Coal Handling Plant Package The scope of work shall also includes complete erection, supervision, final check-up, testing, painting, pre-commissioning and successful commissioning and commercial operation at site and performance guarantee test of the entire Plant supplied under this specification to achieve a guaranteed and coordinated commercial operation of the same to the entire satisfaction of the Owner. The scope shall include crusher houses, other transfer houses, apron feeders, conveyors, crushers, roller screens etc. as required for an integrated coal handling plant. The capacity of coal handling plant is 1500 TPH and as detailed in the Tender Document and Specification to entire satisfaction of the Owner. The above scope of work is indicative and the detailed scope of work is given in the Technical Specification of the bidding documents which are available for inspection and sale as stated herein. Bidding will be conducted through the international competitive bidding procedures usually adopted by multilateral development agencies and are open to all bidders from eligible source countries". The completion period of the above Scope of Works is 15 months from the date of entering into LOI/Contract with the successful Bidder.


3. CIAL intends to Finance of the Coal Washing Project through its Own Sources /Borrowings.

INR 10,000/- per set for Indian Bidders and US $ 255 per set for Foreign Bidders payable by way of Demand Draft drawn in favour of Corporate Ispat Alloys Ltd., payable at Ranchi, India

 

5. All bids must be accompanied by Bid Security for an amount equivalent to INR 10.00 lac, either in bid currency or in equivalent US Dollars in the form of Bank Guarantee as per the Proforma of Bid Guarantee attached in Section-I, Conditions of Contract of Bid documents. If the Bid Price is quoted in more than one currency, the Bid Security shall be in US Dollars. Bids not accompanied by the requisite Bid Security as above in a separate sealed envelope or bids accompanied by the Bid Security of inadequate value shall not be entertained and in such cases, bids shall be returned to the Bidders without being opened.
 

6. Benefits/Exemptions
CIAL shall approach the concerned departments of the Government of India for benefits/exemption under several schemes for such projects, like EPCG and other if any. Accordingly, supplies of goods for this package will be eligible for benefits/ exemptions as per provisions of relevant notifications of the Government of India, if any.

7.Qualifying requirement for Bidders
In addition to the requirement stipulated in Section I- Instruction to Bidders (ITB), the Bidder should also meet the qualifying requirement stipulated hereunder:

A. The Bidder shall have adequate financial resources to undertake such projects and in no case its net worth, as at the last day of the preceding financial year shall be less than INR 25 Crores. The same shall be supported by audited balance sheet of the preceding year. ORB. In case of Bidder, not having net worth as specified in this clause shall provide firm commitment from its bankers/investors, by way of a letter, committing at least INR 50 Crores in favor of the Bidder towards undertaking this Contract.

B. The average turnover of the Bidder in the preceding three financial years (2004 - 2005, 2005 - 2006 & 2006 - 2007) should not be less than INR 50 Crores at the time of Bid opening. If the average turnover of the Bidder in the preceding three financial years is less than INR 50 Crores at the time of Bid opening, the Bidder is qualified subject to the condition that his Principal will provide a joint undertaking of successful execution of this project.

Technical Qualifications:-

C. The bidder shall be a global EPC player in set up Coal Handling Plant for the last 10 years

D. The bidder shall have in house capabilities for optimum design, engineering, manufacturing and testing facilities for the project.

 


Qualification of Bidder

i) This Tender is open to any single Bidder who has executed at least one turnkey contracts of Coal Handling System in Coal Fired Thermal Power Station having coal conveying capacity of 1500 M.T. per hour or above covering Design, Engineering, Supply, Erection, Testing and Commissioning of the coal handling plant equipment with associated electrical works, instrumentation and control, complete Civil, Structural and Architectural works and which is in successful operation for not less than one year as on the date of opening of the tender. End user's Certificate has to be enclosed.

ii) In regard to Coal Crusher of minimum capacity 1500 T, the Bidder, if not having his own requisite experience on this score, shall Associate himself with a reputed Contractor who has executed at least two turnkey contracts for such crusher in the Coal Handling System of two different Coal Fired Thermal Power Station covering its Design, Engineering and complete Civil construction, Structural and Architectural works and one of which is in successful operation for not less than one year as on the date of opening of the tender. End users' Certificate is to be enclosed.

iii) Construction sub-contractors shall be subject to approval by Owner.

iv) Erection labourers for the sub-contractors shall be citizens or legal residents of India. In addition to the above, satisfactory fulfillment of the Clause "Qualification of Bidders" stipulated under "Instruction to Bidders", in the Conditions of Contract, shall also apply as relevant.:


Notes :

Bidder shall mean to include its Associates and Affiliates. INR means the national currency of the Republic of India.

Net Worth means the sum total of paid up share capital and free reserves reduced by any debit balance of the Profit & Loss account and miscellaneous expenditure not written off. Free Reserves under shall not include reserves created from revaluation of assets, write back of depreciation provisions and amalgamations. Other Income shall not be considered for arriving at annual turnover. In case of Bids in other currencies other than INR, exchange rates seven (7) days prior to date of opening of Bids shall be used.

 

8. A Pre-bid meeting will be held in the office of Corporate Ispat Alloys Ltd., at 901, Mahabir Towers, Main Road, Ranchi, India to clarify the bidders regarding queries related to the exact scope of work, technical specification of the equipments and any other issue related to the bid as such.

9. CIAL reserves the right to reject any or all of the Bids or cancel/withdraw the Invitation for Bidding without assigning reasons and in such a case no Bidder/Intending Bidder shall have any claims arising out of such action.

10. A complete set of Bidding Documents may be purchased by any interested Bidder on submission of written application and a non refundable payment for amount as mentioned in Clause 4 of this IFB in the form of a Demand Draft drawn in favour of Corporate Ispat Alloys Ltd., payable at Ranchi -India, on all working days as per schedule given at clause 4 above. Issuance of Bid Documents shall not be construed that such Bidders is considered to be qualified.

11. Bids prepared in English only shall be accepted.

12. All Bids under this Invitation for Bids shall be sent to the following address and the Bids shall be opened at the same venue, in the presence of representatives of the Bidders and the address of contact persons is as follows:
